In 1994, Melvin Nabors was an inmate at the Lebanon Correctional Institution. At that time, he was serving sentences from Lucas County for Aggravated Burglary, Attempted Rape, Rape (2 counts) and Armed Robbery, as a result of criminal behavior dating back to the early 1970’s. On December 3, 1994 he set a fire at the Lebanon Correctional Institution which resulted in his first conviction for the offense of Arson, a felony of the third degree. On February 21, 1995, he was sentenced to serve two years consecutive to the prison term he was already serving. Unfortunately, his prosecution and conviction for Arson in 1995 did not deter Mr. Nabors. On January 10, 1996, he again set fire to his mattress, blanket and sheets in his cell. The resulting fire caused soot and smoke damage to the cell and caused a substantial risk of harm to the institution, as well as other inmates and staff. He was subsequently convicted of Arson, a felony of the third degree with specification, and sentenced to an additional term of three to ten years, consecutive to his other prison terms. Melvin Nabor is a violent repeat offender. He has already demonstrated that he will continue to commit violent felonies even while incarcerated, which will continue to endanger the lives of other inmates, as well the staff.
