Howard was convicted, as an adult, of Breaking & Entering, in 1971, before he turned 18. He was sent to the Ohio State Reformatory in Mansfield. Upon his release from Mansfield, he was involved in an assault in Clermont County and in 1977 was returned to prison on a felony drug charge. He was released from London Correctional Institution, on parole, in 1979. During the early morning hours of October 7, 1980, while on parole, he fatally stabbed his victim with a kitchen knife in Lebanon, Ohio. The victim was found dead that morning on the kitchen floor of the Defendant’s apartment. The victim died of a stab wound to the chest, from a knife, which perforated one of the rib cartilages and passed all the way through his heart. This was the result of the knife thrust with considerable force. Equally troubling is that the victim suffered at least thirty six other knife wounds, including numerous defensive wounds. Following his trial, Howard was convicted of Murder and sentenced to fifteen years to life in the Ohio Department of Corrections. He was also convicted in 1981 of an additional drug charge in Clermont County for which he received a one year sentence. This defendant had previously been incarcerated in the Ohio Department of Corrections on at least two prior occasions, and was on parole when he committed this offense. The murder was a particularly violent and heinous offense, committed by a repeat felon who was on parole at the time of the offense.
